The Story

The Private Security Industry Regulatory Authority (PSiRA) was operating with 100% reliance on paper
based processes for key functions including compliance inspections and finance, and zero electronic
systems supporting critical operations like fingerprints and law enforcement. Ntiyiso Management
Consulting was engaged to conduct a thorough evaluation of PSiRA’s document management landscape
and develop a strategic roadmap for digital transformation.

What We Did

Mapped PSiRA's entire document management landscape, identifying critical inefficiencies: heavy paper reliance, siloed data, and completely manual processes in key functions

Researched and shortlisted three EDMS vendors, M-Files, DocuWare, and Laserfiche, based on a rigorous best-practice checklist aligned to PSiRA's specific business requirements

Developed a preliminary financial analysis quantifying potential savings of R6–R7 million from the first year of implementation

Delivered a clear 8-stage implementation roadmap, from RFP development through to full deployment and ongoing support

Made 'integration with existing systems' (e-PSiRA, SAGE) a mandatory evaluation criterion, ensuring the solution would not create new silos

Recommended a dedicated Change Management programme to address cultural resistance and entrenched beliefs that certain functions 'cannot go digital'

Significance

Digital transformation in a regulatory body is as much a cultural challenge as a technical one. By combining
a quantified business case with a practical implementation roadmap and explicit change management
requirements, this engagement gave PSiRA the foundation to move from paper-bound to digitally
empowered.
